The site runs under DotNetNuke, which is the most advanced portal platform availiable today. It supports all sorts of web technology, and ofcourse the JavaScript includes. Actually, JavaScript is a client code, so if it doesnt run for you, you should check the configuration on your client - for example when using the default settings with Sever 2003 O.S. the JavaScript support is disabled and unless you add the site to the Trusted sites list, you won't be able to use it.

I am not understand what you mean by client code. The script works when it is not within the portal. Even in Iframe it runs. But if it is in the portal as part of the page, it doesn't run.

Please tell me how did you try to enter the JavaScript ?
Using the Text/HTML Editor ?
The Text/HTML editor is restricted not to allow JavaScript so users that post on your site won't ruin it using code.
You can enter JavaScript if you develop your own skin and paste it within the ascx page.

There are several modules that let users inject JavaScript - you can suggest the purchase of these modules on the Feedback Center - maybe tell what the uses you need them and people will vote for it.
